The World Shipping Council filed an amendment to its agreement with the FMC that would allow WSC members to develop tools that enhance cargo screening efforts to improve safety. Additionally, the amendment allows WSC members to create and maintain databases of incidents relating to the identification of undeclared or non-compliant goods. The amendment takes effect on April 13.

In November 2025, FMCSA issued a request for comments on a new survey, titled “Quantifying the Benefits of Creating New Truck Parking Spaces,” which will seek 1,000 responses from truck drivers about their experiences locating parking spaces. According to FMCSA, the survey will fill an information gap on the precise monetary benefits – such as decreasing costs for carriers, improving quality of life for drivers, and reducing the number of crashes – of creating new truck parking spaces. During the initial comment period, FMCSA received 8 comments on the proposed survey, including comments by individual truck drivers, ATA, and the Truckload Carriers Association. Among other items, these comments discussed truck driver frustrations with paid parking spaces; costs associated with the lack of truck parking spaces, including carrier operating costs, crashes involving trucks parked in unauthorized spaces, and driver well-being; the use of telematics data for the study; and estimated benefits associated with amenities available at truck parking locations. Additional comments on the proposed study are due on May 6.

As mentioned in more detail in our CAGTC update, the Maritime Administration is soliciting applications for the fiscal year 2026 round of the Port Infrastructure Development Program (PIDP), which funds projects that improve ports’ ability to move goods, streamline supply chain movements, and modernize port operations. The NOFO makes $488.6 million available for this year’s awards. Applications are due on June 26, 2026.

STB issued a notice of proposed rulemaking to clarify, amend, and streamline the Board’s regulations for implementing the National Environmental Policy Act (NEPA). In particular, proposed changes include: expanding categorical exclusions for certain projects; updating procedures for Environmental Assessments and Environmental Impact Statements (such as implementing deadlines and page limits); updating language to clarify instances where environmental reviews are not required; moving the delegation of authority from the Board to the Director of the Office of Environmental Analysis and revising those delegations to improve and streamline the decision making process; adding processes for coordinating with other relevant agencies on NEPA; and creating procedures for environmental review in emergency situations. STB noted that these changes are intended to align the Board’s NEPA regulations with recent CEQ guidance, Supreme Court rulings, and Executive Orders. Comments are due by April 24.

  • The Maritime Administration announced the recipients of the fiscal year 2025 round of the U.S. Marine Highway Program grants. The program awarded a total of $13.2 million to 11 marine highway projects across 7 states. The full list of grant awards can be found here.
  • MARAD issued its FY26 notice of funding opportunity for the Small Shipyard Grant Program. The program will award $35 million toward projects to: upgrade ship repair and construction facilities; purchase new equipment, including cranes, plasma cutters, and welding systems; and bolster maritime training programs. Applications are due by May 11, 2026.
